Description

The contractor must have the ability to work with an inmate population from a variety of cultural, regional, racial and ethnic backgrounds.

 

The contractor shall be responsible for, but is not limited to:

 

SCHEDULE OF PERFORMANCE



 

 

The contractor shall provide an estimated two (2) days of work per week. Each day will consist of eight (8), one (1) hour sessions, with a 30 minute unpaid lunch break. A session is defined as one (1) hour.

Specific days/hours will be subject to agreement of the Health Services Administrator (HSA), however, services will normally be performed Monday through Friday (specific working days negotiated), excluding Federal Holidays, between 7:00 a.m. and 3:30 p.m.

 

Due to the nature of the correctional setting, delays in performance of work may be experienced. Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. When contract employees report to the institution but are unable to perform services due to such delays, the contractor will be paid for one session. Normally, any remaining sessions for that day will be suspended and the contractor will be free to leave and the contractor will not be paid for the remaining unperformed sessions. However, if the institution requests that the contractor remain at the institution for eventual performance, the contractor shall be paid for such sessions. In the event of any absence, the contractor may make up his/her time so long as it does not exceed the estimated 16 hours in any given week. If the contractor fails to provide coverage, the Government may seek contractual remedy.

 

SUPPLIES

 

All supplies that the contractor may routinely need shall be provided by the Health Service Department, FCC HAZEL ETON, Contractor is expected to wear professional clothing while on duty (scrub uniforms are approved). The attire worn shall also be appropriate for the correctional environment.

 

QUALIFICATIONS

 

The Contractor shall provide the institution with a physician who possesses a current and valid medical license to practice medicine in any state. The contractor providing services under this contract award

 

must have graduated from an American Medical Association approved school of medicine with a doctor’s degree in medicine. The contractor must provide proof that their candidate meets all qualifications. The contractor must submit a resume, photocopies of documents evidencing education, license, certifications, training and proof of malpractice insurance as required by the Joint Commission to the institution after award. Each individual performing these services must be able to pass a drug screening and law enforcement agency background check.

 

 

SCOPE OF SERVICE

 

The contractor will provide diagnostic, therapeutic, and preventive health care services for the inmate population at FCI El Reno. The contractor shall take medical histories, examine patients, and order/interpret laboratory and diagnostic tests and x-rays. The contractor shall make a diagnosis, provide treatment plans and prescribe medications. The contractor will clinically manage injuries by suturing, splinting, and immobilizing. The contractor will attend to medical emergencies. Using the Bureau’s Electronic Medical Records system (BEMR), the contractor will record progress notes, recommend clinically necessary outside consultations, instruct/counsel and order or carry out therapy. Emergency consultation to be performed by the contractor in instances where deemed necessary.

Minor surgeries utilizing local anesthesia may be performed during consultation visits. The contractor will call outside hospitals to document the status of our inmates admitted to various hospitals.

 

The contractor shall be responsible for:

 

 

      1. Works collaboratively with the staff physician(s), consulting physician(s) in planning, instituting, evaluating and revising program plans; assists in determining conditions, resources and policies essential to delivery of the health care services and discriminates between normal and abnormal findings to recognize early stages of serious physical, emotional, or mental problems.

         

      2. Incumbent manages the daily operation of the clinic and conducts daily sick call, which may include securing health histories from the patient, recording findings and providing clinical evaluations.

         

      3. Provides a wide range of emergency services, including primary care for trauma and life-saving procedures, in the absence of the physician.

         

        Contractor performance shall be closely monitored. A Contracting Officer Representative (COR) shall be appointed to monitor the performance of the contractor. At a minimum, quarterly monitor reports shall be provided to the Contracting Officer indicating the performance level.

         

        The contractor will render services as a certified Physician with continuing patient management being the responsibility of the Clinical Director. The contractor will advise the Clinical Director regarding medical treatment of inmates.
